General Functions:
Oversees the activities of an assigned property portfolio. Evaluates and supervises management, administrative, leasing, and maintenance systems. Coaches property staff to maximize performance and productivity. Evaluates business systems to increase profitability and efficiency. Creates and implements short- and long-term portfolio strategies to meet company objectives.
Supervision Received:
Success monitored by General Manager based on portfolio profitability, professional administration of physical and fiscal operations, timeliness of reporting, effective management of personnel to maximize productivity and customer service, high level of apartment occupancy, use of good judgment, ability to handle difficult situations with professionalism, and skill at interacting with residents, vendors, and staff in a consistently courteous and professional manner.
Essential Responsibilities:
- Analyzes daily, weekly, and monthly rental and financial reports.
- Ensures that rent and fees are being collected when due. Authorizes and follows through on corrective and/or legal action as required to ensure collection of delinquent rent and/or fee payments.
- Monitors purchase order system and pre-approves any purchases in excess of $100. Approves and processes all invoices.
- Evaluates staff performance and makes recommendations for promotions and/or salary increases.
- Monitors rental activities and maintains current and thorough knowledge of competition.
- Makes recommendations with regard to rental rates, renewal rents, and marketing strategies.
- Performs property inspections.
- Performs formal quarterly market studies.
- Oversees preventative maintenance programs.
- Inspects apartments.
- Negotiates contracts and evaluates bids pertaining to the operation of assigned properties.
- Ensures compliance with Fair Housing and other applicable laws.
- Ensures resident files are maintained in a neat and orderly manner and are complete in accordance with company and regulatory agency procedures.
- Ensures staff is properly trained and supported in order to effectively and efficiently perform their assigned duties.
- Ensures staff complies with all federal, state, and local labor laws with regard to work hours, meal and rest periods, etc.
- Maintains contact with municipal officials, regulatory agency personnel, and others involved in the monitoring and/or financing of the property.
- Prepares reports as needed for General Manager and Owner.
- Monitors capital improvement programs.
- Ensures that the buildings and grounds are maintained in the high quality expected for Progress Management managed properties.
- Identifies and eliminates any potential safety issues or violations.
- Reviews all incident reports prior to sending to main office.
- Prepares monthly site reports covering marketing, administration, staffing, maintenance, and other matters.
